Case Studies

Developing Kazakhstan's National Technology Strategy 

The Kazakh Ministry of Industry and Trade, and its subsidiary, Technology Transfer, commissioned CPA to formulate a strategy to develop a strong, sustainable, knowledge-intensive and competitive economy in Kazakhstan.

Working in conjunction with the Institute for Manufacturing at the University of Cambridge, as well as Comparison International (a London Business School and IBM Consulting benchmarking company), CPA developed a roadmap and a series of policy recommendations, which were used as the basis for the development and implementation of a national technology strategy.

The project involved a nationwide, cross-sectoral survey that identified targets for in-depth analyses through firm audits. These results, combined with global trend analyses, macroeconomic data, and studies of best practices worldwide, were used as inputs into the roadmap. To ensure that the Ministry would be able to independently carry out this analysis in the future, individuals from the ministries were trained on the ground in this auditing technique and software. They are now able to perform this analysis on a regular basis independently carry this out on a regular basis to track changes in the industry, and to compare these to regional and international standards.
